Guideline on Submission of Local Content Plan 2018 published

  • Prescribes the format for local content plan and sub-plans under the Mining Local Content Regulations
  • Sets the scope of the application of Mining Local Content Regulations
  • Makes it easy for companies to submit their compliance reports

On 13 July 2018, the Mining Commission (Guideline for Submission of Local Content Plan) 2018 were published by the Mining Commission as Government Notice No. 305. The Guideline applies to all applicants of Mineral Rights and holders of Prospecting Licence, Mining Licence, Special Mining Licence, Processing Licence, Smelting Licence and Refining Licence issued under the Mining Act 2010. The Guideline also apply to contractors, subcontractors or other allied entity carrying out mining activities.

The Guideline inter alia cover the following aspects:

  • Declaration to ensure that first consideration is given to goods and services provided in Tanzania and employment and training of Tanzanians
  • Company/Society Particulars
  • Employment and Training Sub-Plan
  • Succession Plan for positions held by Foreigners
  • Technology Transfer Sub-Plan
  • Research and Development Sub-Plan
  • Technology Transfer Sub-Plan
  • Insurance and Re-Insurance Sub-Plan
  • Banking and Financial Services Sub-Plan
  • Legal Services Sub-Plan
  • Health, Safety and Environment Services
  • Research and Development Relating to In-Country Services
  • Information System, Information Technology and Communication Services
  • Works, Goods and Equipment Manufactured / Procured / Available In Tanzania
