Mustafa H. Chandoo

One of the most senior lawyers in the country, Mustafa Chandoo is a barrister who trained in England in the 1960 and was called to the Bar by the Lincoln’s Inn in 1968.

Upon return, he worked as a state attorney in the Attorney General’s Chamber. Mustafa also trained as an accountant and specialises in corporate, commercial, land and intellectual property law, bringing with him an experience of over 40 years that has been divided among three continents of Europe, Africa, and Asia. He has appeared before all courts in Tanzania and engaged in many high profile cases representing parties both within and outside the country.

Currently Mustafa focuses on Court of Appeal work, regulatory approvals and compliance. His team regularly gets consulted for complex land deals. He has been involved in the negotiation of a gas sales price with TPDC and presently consulting for a private developer of a pipeline from the Dar es Salaam port to Morogoro, project worth USD 340M.

Mustafa was called upon by a leading oil and gas player to review the now publicly available PSAs, for consistency and analysis of the commercial terms negotiated by the different players. He has also reviewed implementation agreement and gas transportation agreement when a dispute arose on the transportation cost of additional gas vis a vis protected gas.

As the senior most practicing advocate, Mustafa enters appearance at the Court of Appeal commanding the greatest respect. Recently he appeared at the Court of Appeal on a controversial issue on withholding tax imposed on foreign services not rendered in Tanzania. The judgment is expected in the next few months but this is one of the most contentious issues in the market affecting oil and gas players.
